Subject: Low-Income Water and Wastewater Assistance Act
 
Many hard-working families in Pennsylvania struggle to pay basic household costs, including water and wastewater bills. Therefore, it is imperative that we as a Commonwealth provide assistance to working, low-income households at risk of having their water supply cut off for non-payment. These Pennsylvanians should not be forced to forgo basic necessities.

My proposal would operate similar to the Low-Income Home Energy Assistance Program (LIHEAP), assisting households with income levels below 100% of the federal poverty line. Under this program, eligible families would receive a grant once a year to allow them to get back on their feet. This legislation creates the Low-Income Water and Wastewater Assistance Program and Low-Income Water and Wastewater Assistance Fund to provide assistance to working families when paying water and wastewater bills.

As representatives of the people of this Commonwealth, we have a duty to assist struggling families in maintaining access to water for their daily needs. This program will help alleviate the burden on families that need it most. Please join me in helping working families to maintain their basic needs.
