In the near future, I plan to re-introduce legislation (former HB 645) amending the Pennsylvania Film Production Tax Credit program to provide for diversity goals that will encourage participation in this successful program. The Pennsylvania Film Production Tax Credit program, which is managed by the Pennsylvania Film Office under the Pennsylvania Department of Community and Economic Development, has proven successful in attracting the film industry to the Commonwealth in order to spur economic growth and job expansion. Although effective, after reviewing the parameters of the program and considering the competitive environment of the industry, it is vital that we do all we are able to ensure diversity when awarding these tax credits. I intend to introduce legislation by amending this program in the Tax Reform Code to ensure the promotion and implementation of a diversity plan in order to promote the participation of diverse groups by allowing for equal access to employment opportunities. Specifically, this legislation would add a requirement that film production companies taking part in this program include in their report to the General Assembly statistics on minority-owned and women-owned business enterprises. Again, it is my hope that with the continued success of the Pennsylvania Film Production Tax Credit, we are able to enhance the effectiveness of the program while ensuring diversity and encouraging parity in all aspects of the film industry in the Commonwealth.
