MEMORANDUM TO: All House Members FROM: Representative Chris Rabb DATE: December 13, 2016 SUBJECT: Agreement Among the States to Elect the President by National Popular Vote Act (Former House Bill 1542) In the near future, I plan to re-introduce House Bill 1542 of the 2015-16 legislative session which authorizes the Commonwealth of Pennsylvania to join the Agreement Among the States to Elect the President by National Popular Vote. This agreement, commonly referred to as the “National Popular Vote Bill,” if activated, would guarantee the Presidency to the candidate who receives the most popular votes in all 50 states and the District of Columbia. Furthermore, this agreement would take effect only when states cumulatively possessing a majority of electoral votes, equaling 270, adopt the same agreement. Currently, 11 states with 165 electoral votes have enacted this legislation. As you know, Pennsylvania has 20 electoral votes. Please join me in co-sponsoring this legislation which aims to ensure that every vote counts and that future presidential elections be awarded to the candidate receiving the most votes from the American people.
