| In the near future, in an effort to bring public trust back to elections and to make elected and appointed officials more accountable, I will be introducing legislation amending Title 65 (Public Officials) to require additional financial disclosures by elected officials and public employees. Specifically, my legislation will require individuals filling out a statement of financial interest to list not only the source of any outside income but also the amount. In recent weeks, there has been significant media coverage of the Commonwealth’s relaxed approach to financial disclosure. I believe that strict financial disclosures help avoid any real or imagined conflicts of interests. Unfortunately, our current system only requires individuals to list the source of any outside income on their statements of financial interests. Most states require elected officials, public officers, electoral candidates and certain public employees to disclose both the source and amount of any direct or indirect income they receive from sources other than the government. My legislation will bring Pennsylvania in line with the majority of states by requiring these individuals to include a ranged amount for their outside income. The bill is modeled after a Hawaii statute. Specifically, individuals will be required to disclose, for each source, which of the following ranges their outside income falls under:
