Subject: Legislation amending the Pennsylvania Election Code to authorize early voting
 
In the near future, I will be introducing legislation to give Pennsylvania voters additional access to the ballot box, available to citizens in several states, via early voting and no-excuse absentee balloting.

Under current law, qualified electors in Pennsylvanian may only vote in person on Election Day and may only vote by absentee ballot if they are unable to go to the polls due to particular medical, military or religious reasons. In recent years, several states have expanded access to the ballot box though the implementation of early voting and no-excuse absentee ballots.

My legislation amends the Pennsylvania Election Code to authorize early voting, starting 8 days before Election Day and ending 1 day before Election Day, at special early voting sites established by the county boards of election. Also, my proposal would permit no-excuse absentee balloting by extending absentee balloting eligibility to any qualified elector regardless of reason. Pennsylvania would join 33 states, including Maryland and West Virginia, in allowing some form of early voting. In addition, Pennsylvania would join 27 states, including Maryland, New Jersey and Ohio, in allowing no-excuse absentee balloting.
