Dear Colleagues: In the near future I intend to introduce a resolution condemning the actions of the Federal Government and the National Security Agency (NSA) to engage in illegal domestic surveillance of the citizens of the United States and the Commonwealth of Pennsylvania. The F[f]ourth A[a]mendment to the Constitution of the United States S[s]tates, declares “The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.” The actions of domestic spying and broad electronic surveillance by the NSA pose a major breach and violation to the F[f]ourth A[a]mendment. Such a violation is intolerable to the people of this Commonwealth. As elected officials sworn to uphold the constitution of the United States and the Commonwealth of Pennsylvania, I feel it is [my] our duty to speak out on behalf of Commonwealth citizens and [as an official] call for an [to] end to this domestic spying.
