Subject: Job Outsourcing Package (Former HB 457, 458, and 459)
 
The outsourcing of American jobs has been a topic of debate and discussion among policymakers at the federal and state level in recent years. Sadly, in many households across our state and nation, outsourcing has been more than a topic of discussion. It has directly affected thousands of workers and their families by taking away their livelihood.

Private industry may have valid reasons to outsource certain functions. In my opinion, it is appropriate to take a protective stance when expending public monies. The issue should be studied.

The Commonwealth of Pennsylvania spends millions in taxpayer dollars to procure a variety of goods and services. As a matter of public policy, taxpayer dollars should not be used to support the outsourcing of American jobs. Taxpayers, some of whom have lost their jobs to outsourcing, should not be asked to foot the bill for such a practice. I am deeply concerned about the impact of outsourcing on Pennsylvania families.

Thus, I intend to reintroduce three bills that will limit the Commonwealth's ability to contract with vendors that have outsourced jobs or functions outside of the boundaries of the United States. The draft proposals are briefly described below:

Introduced as HB630

Description: Former House Bill 457 would prohibit the Commonwealth from awarding any contract to a bidder that has had a net loss of jobs in the United States during the past three years due to the outsourcing of jobs or functions outside of the boundaries of the United States.
 

Document #2

Introduced as HB627

Description: Former House Bill 458 would preclude any work performed under a state contract for services, such as call center services, from being performed outside of the boundaries of the United States. Each services contract would be required to include a clause requiring all contract work to be performed in the United States.

Introduced as HB626

Description: Former House Bill 459 would prohibit the Commonwealth from awarding any contract to a bidder that has outsourced any jobs or functions outside of the boundaries of the United States in the past three years.
