Subject: Transportation as a Priority - Former HB 2577
 
The recent economic difficulty has forced Americans to rethink and retool the principle purpose and role of Government.

Past generations built our vast road infrastructure and demonstrated their commitment by prioritizing our precious tax resources differently than we do today. In 1960, the State of Pennsylvania spent approximately 30% of the general budget on roads and infrastructure while today that investment is less than 10% of spending.

I believe that Pennsylvanians want us to re-prioritize how we spend their hard earned tax dollars in a way that protects and rebuilds the vast road and bridge infrastructure we inherited rather than building a larger network of Government Services. In order to address Transportation as a Priority in these tough economic times I believe that we need to re-prioritize existing tax dollars rather than simply asking the taxpayers to pay more.

With this in mind, I will be re-introducing former HB 2577, which will reallocate the revenue generated by the Sales and Use Tax imposed on the purchase of “on-road vehicles” and “on-road trailers,” from the General Fund to the Motor License Fund. For the purposes of this Act, an on-road vehicle is defined as a motor vehicle that is titled, registered, annually inspected and as such, is authorized for use on the roadways of this Commonwealth. An on-road trailer is defined as a trailer capable of being towed by an on-road vehicle.

Pennsylvanians already pay this use tax and I see it fitting to use that revenue specifically to pay for the roads that those vehicles travel on throughout the Commonwealth.

This plan accomplishes the shift over a 4-year period to mitigate the impacts to the general fund.

Please join me in my efforts to address a legislative priority by providing additional funding to the Motor License Fund.
