In the near future, I plan to introduce legislation that will amend Title 4 Amusements to establish an admission fee for slot machines and establish the Intellectual Disabilities and Autism Waiting List Account in the State Treasury. Currently, there are 15,420 individuals with intellectual disabilities or autism who are waiting for home and community based services. Of this, number 7,081 are in the critical category and another 3,790 are in the emergency category. Many of these are young adults aging out of children’s services, while many others are older adults with disabilities being cared for by an elderly parent. Every year, in this difficult economic environment, Pennsylvania struggles to come up with funding in the budget to provide services for these vulnerable individuals. This legislation will create a funding resource that is not dependant on tax dollars for support. This legislation will provide for a $2.00 per patron admission fee for slot machines in gaming facilities to be deposited into the Intellectual Disabilities and Autism Waiting List Account. In addition, this legislation provides for the Intellectual Disabilities and Autism Waiting List Account to be used to fund services for individuals on the waiting list.
