Subject: The School District Shared Services Incentive Program
 
Soon I plan to introduce legislation to incentivize school districts to enter into shared service agreements with other entities, in an effort to provide more efficient and affordable services to our students.

This proposal will incentivize districts to enter into share service agreements with partners that may include other school districts, other schools, universities and colleges, businesses, municipalities, nonprofits, and community health and/or service centers. 

There are many examples of states and even school districts in Pennsylvania who have already benefited from such agreements, in both direct and indirect services, such as:
  • transportation
  • food services and nutrition
  • instructional
  • safety and security
  • health services 
  • purchasing
  • finance and payroll
  • facilities & real estate
  • human resources
  • technology services
  • administration
This proposal was inspired by the Municipal Assistance Program, which supports eligible projects in which municipalities collaborate to deliver government services more efficiently. In the Governor’s recent budget proposal, he earmarked an increase for the program, highlighting the importance of such cost savings agreements for Pennsylvanians. It will also join a similar effort in the House, introduced as HB110.
