Senate of Pennsylvania
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: April 13, 2023 01:46 PM
From: Senator Mike Regan
To: All Senate members
Subject: Police Week and Police Officers’ Memorial Day

I intend to introduce a resolution recognizing the week of May 11 through May 16 as “National Police Week” and designate May 8 as “Police Officers’ Memorial Day” in Pennsylvania.

On May 8th the annual Fraternal Order of Police (FOP) Pennsylvania State Lodge Police Memorial Ceremony will be held to honor the brave law enforcement officers who died in the line-of-duty last year.

Five officers will be honored at this year’s ceremony:
  • Corporal Chad M. Beattie, Washington County Sheriff’s Office
  • Officer Stephen Charles Plum, Jr., Warrington Township Police Department
  • Lieutenant William D. Lebo, Lebanon City Police Department
  • Trooper Martin Francis Mack, III, Pennsylvania State Police
  • Trooper Branden T. Sisca, Pennsylvania State Police

I encourage you to not only note whether they were your constituent but to take a moment to reflect on each officer’s sacrifice and the family they left behind.

It is unfortunate that we have to say goodbye to even one fallen officer. Unfortunately, violence against law enforcement, as evidenced in a report issued by the National FOP earlier this month, continues to spike. The report stated that as of April 2, there have been 99 officers shot in the line of duty so far in 2023, a 44% increase from 2021. Of those officers shot, 10 were killed by gunfire. Pennsylvania was home to 8 of the 99 officers shot and 3 of the 10 who were killed in the line of duty so far this year.

These grim statistics should serve as a reminder that the brave men and women, who are some of the most selfless public servants this country has ever seen, don their uniform and strap on their firearm every day while facing the realization that this could be their last.

In honor of these fine men and women who answer the call to serve and protect, join me in memorializing our Pennsylvania law enforcement officers, whose End of Watch came entirely too soon.
