Senate of Pennsylvania
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: January 6, 2023 02:14 PM
From: Senator Daniel Laughlin
To: All Senate members
Subject: Amending Sewage Facility Act to Allow Garage Floor Drains

In the near future, I will be re-introducing Senate Bill 776 from last session. This legislation will amend the Sewage Facilities Act to allow garage floor drains to be discharged to a treatment tank of an on-lot sewage system.

In recent years, builders and homeowners have experienced discrepancies and confusion pertaining to garage floor drains between the Sewage Facilities Act and the Pennsylvania Construction Code.

Currently, the Uniform Construction Code requires that garage floor drains be connected into the septic system. However, the Sewage Facilities Act prohibits the discharge of a garage floor drain to an onsite septic system. The Sewage Facilities Act takes primacy over the requirements in the Pennsylvania Construction Code denying homeowners the ability to install garage floor drains.

Please join me in sponsoring this important piece of legislation to clarify the discrepancy between the Sewage Facilities Act and the Pennsylvania Construction Code pertaining to garage floor drains.

Introduced as SB265
