Senate of Pennsylvania
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: December 13, 2022 09:15 AM
From: Senator Kristin Phillips-Hill
To: All Senate members
Subject: Increasing the "Revolving Door" Prohibition to Two Years

In the near future, I will reintroduce Senate Bill 980 that will extend the state’s prohibition for public officials or employees from lobbying the governmental body in which they were associated with, also known as the revolving door, to two years.

Pennsylvania’s current one-year moratorium creates opportunities for legislators and legislative staff to leave the General Assembly and return to lobby the chamber where they came from in the same session.

Extending this window to a two-year prohibition will ensure no former member of the General Assembly or staff can lobby in the same session.

According to the National Conference of State Legislatures, at least 14 other states have revolving door restrictions of at least two years.

Please join me in co-sponsoring this important piece of legislation.

Previous cosponsors include Senators Muth, Cappelletii, J. Ward, and Brewster.
