Subject: Body Camera Authorization for Parole Agents
 
In the near future, I plan to re-introduce SB1345 PN1947 of 2022 that will authorize state parole agents of the Department of Corrections to wear body cameras capable of capturing encounters with parolees.

During our 2022 budget hearings, we learned that agents are not permitted to use body cameras, but the department representatives stated how helpful it would be in carrying out their responsibilities. Under current law, state parole agents are not authorized to wear such devices due to the Wiretap Act’s antiquated language, although other members of law enforcement, including sheriff deputies, municipal police officers, and members of the Pennsylvania State Police, are authorized to do so.

Like other members of law enforcement, state parole agents routinely place themselves in harm’s way when performing their duties. Unfortunately, there are times when force becomes necessary to protect themselves or others from harm. With the use of body cameras, these recordings will provide a degree of transparency that will undoubtedly reduce instances of liability and improve safety.
