Subject: Max Manufacturing Initiative Act
 
In the near future I will re-introduce the Max Manufacturing Initiative Act, SB706 PN1090 of 2021.

This important legislation will establish and support public-private partnerships between universities and private engineering entities. Focusing on infrastructure and innovation, these collaborations will develop programs to fund shared research facilities and equipment, and create incentives to attract high-technology industries for advanced manufacturing within Pennsylvania.
 
Specifically, this legislation will establish both the Max Manufacturing Endeavor Loan Fund and the Max Manufacturing Initiative Fund, where grants and loans will be administered to eligible applicants who are engaged in or facilitating advanced manufacturing. With these funds, research capabilities at universities will be maximized, stronger business alliances will be promoted, well-paying job opportunities will become available, high-value products will be produced, and the general welfare of our Commonwealth’s residents will be promoted.
 
The Max Manufacturing Initiative Act has the potential to establish Pennsylvania and its university and business partnerships as international leaders in the development, testing, and implementation of cutting-edge advances in science and technology. The manufacturing industry in the Unites States produces more than four trillion dollars annually, and we have seen this industry turn to innovation and collaboration to meet its needs. I am looking forward to seeing this legislation become law to assist this important industry.
 
After working closely with stakeholders, I was pleased SB706 PN 1090 was approved by the Senate last session by a 44-5 vote. However, it did not receive House consideration. Its co-sponsors included: Sens. Bartolotta, Argall, Pittman, Regan, Mensch, J. Ward, Gordner, K. Ward, Yudichak, Stefano, and Yaw.
