Subject: Requiring Elevators in Multi-Story Residential Buildings
 
Presently, multi-story residential buildings may not be required to have more than one elevator. Residents who live in multi-story apartment buildings or condominiums with elevators also have no guarantee that the elevator must always be in operation. Recently, I was contacted by residents of a multi-story building with an ongoing elevator outage. This outage left residents only with the use of stairs, which was a particular burden for older adults and individuals with disabilities who either had difficulty or could not use the stairs. Some residents unable to use the stairs were left with no option but to remain at home missing appointments and losing the ability to take out trash or grocery shop.
 
My legislation would help to solve this dilemma residents face in the event of elevator outages. My bill would require all newly constructed apartment buildings and condominiums to have no less than two elevators and at least one of the two elevators must be operational unless the circumstances that caused the elevators to stop were out of the control of the owner.
 
This bill ensures that tenants of apartment buildings and condominiums will not be burdened if an elevator is not function for a long period of time. Please join me in co-sponsoring this legislation to require multiple elevators in multi-story residential buildings.
