House of Representatives
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: June 20, 2023 01:19 PM
From: Representative David M. Maloney, Sr.
To: All House members
Subject: Legislation to Provide for Selection and Appointment of PFBC and PGC Commissioners

In the near future, I plan to introduce legislation that will amend Titles 30 (Fish and Boat Code) and 34 (Game and Wildlife Code) of the PA Consolidated Statutes to allow local sportsmen and sportswomen to be more involved in the selection of those who represent them on our aquatic and wildlife resource commission boards.  Currently, candidates are selected by political appointees of the Governor.  My legislation will allow sportsmen’s groups in each of the representative commissioner districts to nominate candidates for appointment to the PA Fish and Boat Commission (PFBC) and PA Game Commission (PGC) from each respective district.  Licensed hunters, trappers and anglers would then be able to vote for those candidates from their respective districts.  This selection process would be conducted by the Governor’s Advisory Council on Hunting, Fishing and Conservation.  The highest vote getters would be presented to the Governor, and the Governor would appoint a commissioner from that group to represent that particular district.  The two “at large” boating and water safety commissioners of the PFBC would simply be selected by the Governor himself or herself.

The PFBC and PGC Boards of Commissioners respectively control the management of aquatic and wildlife species in our Commonwealth on behalf of our sportsmen and sportswomen.  I believe this change in how we choose our representation on these commissions will provide for much more input from our vital sporting community and help to further reduce the overwhelming political influence we have seen in the past.

Please join me in cosponsoring this important legislation on behalf of our valued sportsmen and sportswomen.  Thank you.
