Subject: Solar Access
 
Homeowners and renters living in condominiums, cooperatives, or planned communities should have the right to dry their clothes using the solar power of the sun. This practice saves on utility bills and helps the sustainability of the planet. Yet, homeowners associations (HOAs) and unit owners associations across the country have historically fought to ban outdoor clotheslines and drying racks, citing the unsightliness of the practice as damaging to the orderly appearance of these communities.
 
My legislation would ensure residents who live in a condominium, cooperative, or planned community the right to solar access for drying laundry using a clothesline or drying rack outdoors. The legislation would limit the use of these items to backyard areas, maintaining the aesthetic appearance of the community. Clotheslines and drying racks would be prohibited from hindering public access or creating a fire or safety hazard at the property.
 
Currently, twenty states have passed legislation ensuring the right to use the sun to dry clothes. It is time for the Commonwealth to join their ranks in allowing this practice which positively impacts our environment and saves residents money.
 
Encouraging Pennsylvanians to practice sustainability grows more crucial every day. Please join me in supporting this legislation.
