MEMORANDUM

Posted: March 24, 2023 12:00 PM
From: Representative Robert E. Merski
To: All House members
Subject: Flexible Working Arrangements Act

One of the opportunities that has come from the pandemic is the realization for employers and employees that telework and other flexible working arrangements are not only possible, but often advantageous to both parties.

A few of the benefits associated with flexible working arrangements include enhanced recruitment of highly skilled employees and potential cost savings on office space, furnishings, utilities for employers, and for employees, a reduction or possible elimination of commuting time and other work-related costs such as gas, child care, work clothing and meals at work as well as a better ability to meet their many obligations outside of work such as pursuing job training and education, caring for family members who need them and having the time to exercise.

My legislation simply encourages employers to think outside the box and requires that employers with 50 or more employees in the Commonwealth consider in good faith the request of an employee for a flexible working arrangement that meets the needs of both the employer and the employee. The proposed legislation would not mandate that employers adopt flexible working arrangements, but merely consider such requests from their employees.

Please join me in supporting this innovative legislation.
