Subject: Comprehensive Storm Water Management
 
 

The Storm Water Management Act of 1978 was established to require counties to create storm water management plans, thereby facilitating responsible watershed management. However, it has become clear that counties are not being held accountable for their failure to create these plans, and the current act does not empower any office to do so.  To address this, I will introduce legislation to require counties to prepare and implement a comprehensive storm water management plan based on watershed boundaries that includes proposed solutions to existing storm water runoff issues, assessments of current storm water management facilities, public education and information programs, and provisions requiring that the plan be reviewed every five years. 

  

As state legislators, we are responsible for the wellbeing of every watershed in Pennsylvania, but we cannot know the needs of a watershed better than the local administrators who see the effects of storm water pollution in their own communities.  

  

Pennsylvania’s beautiful waterways run through our communities, supply millions of Pennsylvanians with clean drinking water, and create a robust outdoor recreational economy. Unfortunately, too many of Pennsylvania’s waterways are being polluted by untreated stormwater runoff. Please join me in co-sponsoring this legislation that would provide counties and municipalities with the tools they need to protect Pennsylvania’s water resources and conserve water quality for this generation of Pennsylvanians and those to come.
