Subject: Select Committee on the Strategic Competition Between Pennsylvania and the Chinese Communist Party
 
We will soon be introducing a Resolution to create a Select Committee on the Strategic Competition Between Pennsylvania and the Chinese Communist Party (CCP) to investigate, review, and make findings and recommendations concerning the status of the CCP’s economic, technological, and security progress in its competition with Pennsylvania, and the United States.

This Select Committee is similar to a committee newly created by the U.S. House of Representatives to investigate the competition between the CCP and the United States at the federal level. In addition to the work being done at the federal level, there are many issues at the state level being discussed across the country. For instance, the Select Committee would have the ability to make recommendations for legislation in regards, but not limited, to state-related issues such as:
  • Banning TikTok on all Pennsylvania government-owned devices (actions have been taken by over 30 other local, state, and federal government agencies across the country; legislation has also been introduced in the Pennsylvania State Senate)
  • Divesting Pennsylvania from Chinese assets tied to the CCP (similar to actions already taken in Pennsylvania and many other states against Russia)
  • Prohibiting the sale of Pennsylvania agricultural land and critical land near military bases by Chinese investors with ties to the CCP (being discussed in over 10 other states)
  • Oversight or banning of Chinese investment or donations tied to the CCP that may be made to Pennsylvania colleges and universities (oversight discussed at the federal level; several states considering bans at the state level)
  • Locations of, and work being conducted by, DCED trade offices (former Governor Wolf attempted to close the Taiwan trade office, while leaving the China office untouched; funding for the Taiwan office was added back into the budget by the Legislature)
At the state level, we should join the bipartisan discussion taking place at the federal level so that we can do our part to help secure the future of Pennsylvania, and the United States.
