Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: February 7, 2023 02:52 PM
From: Representative Melissa L. Shusterman
To: All House members
Subject: Tourism Marketing

Traditionally, visitors to Pennsylvania have spent tens of billions of tourism-related dollars annually, helping to support thousands of jobs and the economy of our state.  In 2020, the number of overnight visitors declined by 40.2% and day trips declined by 21.1%.  In 2021, only a portion of that loss was recouped.

Supporting and providing incentives for growth in this industry benefits everyone through increases in employment and tax revenue, which is why I plan to introduce the following package of legislation:

Document #1

Introduced as HB1391

Description: This legislation would provide a tax credit for donations to a Pennsylvania Tourism Partnership, an independent tourism marketing and promotion agency.  Donations could be monetary, personal property, in-kind contributions, or tourism marketing and promotion services.

Document #2

Introduced as HB1390

Description: This legislation would increase tourism funding to the Pennsylvania Department of Community and Economic Development by $45 million, $15 million of which would be reserved for the Tourism Promotion Fund for tourism-related destination marketing.

Document #3

Introduced as HB1389

Description: This legislation would amend Section 212 (Tourism Promotion Fund) of the Tax Reform Code of 1971 to allow grants specifically for tourism-related destination marketing.
