| Subject: | Reducing Burdens on Licensing for Professional Engineers (Prior HB 1801, 2021-2022) |
| In the near future, I plan to reintroduce legislation amending the Engineer, Land Surveyor and Geologist Registration Law (Act 367 of 1945) to remove an existing barrier to becoming a licensed professional engineer in Pennsylvania. It has recently been brought to my attention that the law regulating the practice of licensed engineers in Pennsylvania contains a provision making the licensing process unnecessarily difficult for some applicants. Currently, in order for an applicant to be granted licensure as a professional engineer, they must hold an engineer-in-training certificate and show proof of four or more years of experience in engineering work performed after the issuance of their engineer-in-training certificate. In some cases, such as the case of one of my constituents, an individual may have the years of required experience and training, but it may have occurred prior to them obtaining their engineer-in-training certificate in Pennsylvania. In an effort to streamline this process for qualified professionals, I intend to reintroduce legislation to address this issue. I believe qualified experience should be evaluated by the licensing board without regard to the timing of the issuance of the engineer-in-training certificate. This legislation (prior HB 1801) passed the House unanimously last session. I hope you will join me in cosponsoring this important legislation.
