Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: June 17, 2021 04:05 PM
From: Senator John I. Kane
To: All Senate members
Subject: PA Vehicle Registration Reform

I am introducing this legislation on a behalf of a constituent that splits his time living between Florida and Pennsylvania.

Becoming aware of this constituent’s situation has highlighted an issue concerning the inability for residents to register and insure their vehicle in two states in which they own or lease property in both states simultaneously.

I believe this restriction is unnecessary, as individuals who own property in two separate states are forced to permanently reside in one state in order to register and insure their vehicle in that state under our current laws. Thus, I am proposing that a nonresident owner of a vehicle who operates the vehicle in this Commonwealth and owns or leases property in Pennsylvania may register the vehicle within the state.

Please join me in eradicating this unnecessary restriction within our state’s vehicle laws.

Introduced as SB824
