| Subject: | Streamlining the Steel Products Procurement Act |
| In the near future, I will re-introduce legislation to reduce bureaucratic red tape by reducing the amount of paperwork required by the Steel Products Procurement Act. Streamlining our business practices within Pennsylvania saves both time and money for the taxpayers and industries striving to restart and rebuild our economy. It is incumbent upon us as legislators to do our part to help alleviate cumbersome laws and regulations when identified so that our businesses and our Commonwealth can prosper. One such burden is found in our Steel Products Procurement Act. As currently enacted, “unidentifiable” steel products, melted and manufactured in the United States of America, carry with them an inordinate amount of paperwork to comply with this Act. This legislation would ease the voluminous amount of paperwork required as steel leaves the mill, to the manufacturer or fabricator, to the contractor, and ultimately submitted to a Pennsylvania agency for review, while maintaining an auditable record of the product. Returning to the original method of storing the supporting documentation at the fabricator’s location, while supplying the certification to the project level, will reduce the burden of excessive government red tape, allowing the involved businesses to return their focus to their work. This legislation was formerly Senate Bill 1282 from last session, and was co-sponsored by Senators Mensch, Browne, J. Ward, Pittman, Mastriano, Phillips-Hill, Martin, Yudichak, and DiSanto.
