Subject: Statewide Limitations on Residential Rent Increases
 
Renters should never fear being forced from their homes by the insatiability of inscrutable landlords. Exploiting the housing crisis and inflated real estate market, landlords across the Commonwealth are gouging renters. This is unfair and unethical. Measures need to be taken to ensure Pennsylvania families remain secure in their homes, free from the risk of displacement due to greed.  
 
My legislation would establish statewide limitations on residential rent increases. Such increases would be limited to a 5 percent increase based on the lowest rental rate charged for the residential rental unit (for the 12-month period prior to the date an increase would take effect) plus inflation, or 10 percent, whichever is lower.
 
This measure would provide some much-deserved relief and consistency in rental increases for tenants across the Commonwealth. It is time we help working families and provide some protections from unjustified, excessive rent increases.
 
Every Pennsylvanian has the right to safe, reputable housing at fair prices. Maintaining equitable pricing on residential rental housing promotes growing communities and strengthens our economy while keeping families stable. I hope that you will join me in this effort to stand up for Pennsylvania renters.
