Subject: Substitute Teacher Shortage (day-to-day substitute teachers)
 
I plan to introduce legislation to address Pennsylvania’s day-to-day substitute teacher shortage.
 
Specifically, my bill allows an individual with an inactive certification who is not an annuitant to be employed as a substitute teacher for up to 120 days during a school year instead of up to 90 days. In addition, my bill allows for an individual holding a day-to-day substitute permit issued by the PA Department of Education or a chief school administrator may serve for more than one assignment (for up to twenty days); instead of a single assignment.  Finally, this bill eliminates the sunset date for prospective teachers to substitute teach under Section 1201.1 of the Public School Code of 1949.
