Senate of Pennsylvania
Session of 2019 - 2020 Regular Session

MEMORANDUM

Posted: May 26, 2020 02:42 PM
From: Senator Lisa M. Boscola
To: All Senate members
Subject: Interstate Medical Licensure Compact Fix

In 2016, Act 112 was signed into law to permit Pennsylvania to join the Interstate Medical Licensure Compact (IMLC).  The IMLC provides a streamlined process that allows physicians to become licensed in multiple states, thereby enhancing the portability of a medical license and ensuring the safety of patients.

Unfortunately, due to concerns raised by the Federal Bureau of Investigation (FBI) in regards to information sharing for purposes of criminal background checks, Pennsylvania has never been able to fully participate in the IMLC.  I was made aware of this issue from the Department of State at the budget hearings earlier this year, and have been working with the original prime sponsor of Act 112 to introduce companion legislation in both chambers to address this issue.

Therefore, in the near future, I am introducing legislation in the senate to amend both the Medical Practice Act and the Osteopathic Medical Practice Act to address the concerns that have been raised in order for Pennsylvania to fully participate in the IMLC.  It is imperative, now perhaps more so than ever, that we become a full-fledged member-state in this compact.
