Subject: Continuity of Education Plans and School Taskforce
 
The COVID-19 pandemic has changed the landscape of education more dramatically than any other phenomenon in the history of our public education system.  Educators, students, and caregivers have done a remarkable job as we all navigate through this pandemic.  However, the time has now come where we need to direct our energy to focus on how to resume instruction in the 2020-21 school year. As a state, we fully expect students to return to classrooms in some capacity and the goal during that process remains committed to the safety and welfare of students, faculty and staff, and any reopening plan must be rooted in these principles and be responsible and comprehensive. 

With that being said, I plan to introduce legislation that will be two fold, first it will require all public school entities to update their Plan to Offer Continuity of Education into a more comprehensive Plan for Reopening Schools and Continuity of Education in the event of future widespread emergencies. Second it will establish a statewide task force of education and health experts to investigate issues raised during this Pandemic and make recommendations on changes in our public education and health systems involving instruction days/hours, length of school year/day, instructional and student support service delivery, and health and safety inside school buildings.

As we plan for the unforeseen, I ask you to please join me in co-sponsoring this legislation that will help prepare Pennsylvania schools for reopening by having schools update their continuity of education plans to plan for any disruption of in person instruction and through a statewide task force with diversified representation developed to consistently look at the resources and tools that can be shared across all education groups and all 500 school districts.
