| In the near future, I plan to introduce legislation that will create a new two-in-one sticker to be placed on a vehicle’s license plate. The new sticker will combine the requirement that a vehicle pass inspection and be registered in this Commonwealth. As most of you know, PennDOT pushed for the elimination of the requirement that a registration sticker be placed on a vehicle’s license plate a few years ago. PennDOT touted this change as a cost saving initiative. Since that time, however, we have seen that the elimination of the registration sticker on the license plate has caused a significant threat to public safety and the roadway safety of the consumer and motoring public. The absence of stickers has hindered the performance of both law enforcement and PennDOT. Law enforcement is now without a significant tool previously used to legally identify and stop unregistered and uninsured vehicles. Consumers have faced challenges while traveling out of state from law enforcement officials expecting to see a sticker on the PA license plate. PennDOT has seen a significant reduction in revenue since the elimination of the sticker due to a reduction in new registrations as well as registration renewals. Many PA vehicles are simply not registered because there is no way for PennDOT to identify a valid registration. In 2017 alone, PennDOT saw a $22 million reduction in the amount of fees collected for both new and renewal vehicle registrations in just the passenger car category of vehicles. Both North Carolina and Texas have implemented a sticker similar to the one I am proposing with good results. The creation of this new sticker will address all of the issues that have arisen since the elimination of the original registration sticker. This new two-in-one sticker will be placed on the license plate of the vehicle, thus restoring law enforcement’s ability to identify vehicles that are not properly inspected, registered or insured in the Commonwealth. The new two-in-one sticker will streamline the inspection and registration process for the convenience of the consumer. It will help to ensure that all vehicles in the Commonwealth are both inspected as well as legally registered and in doing so will restore the lost revenue that PennDOT claims it so desperately needs.
