Subject: Equal opportunity for Special Occasion liquor permits
 
I will shortly re-introduce SB 1228 from the last session, expanding the Liquor Code authority for issuance of special occasion permits to neighborhood architectural preservation non-profits.

Many communities are struggling to preserve their historic neighborhoods against the combined impacts of increasing age and tax burdens and declining economies and property values, and neighborhood groups organized as non-profit corporations are an important resource to municipalities and local officials. Events organized by the groups are an important source of revenue and support for the organizations, but the Liquor Code currently allows special occasion permits to be issued to these organizations only in boroughs and second-class townships. My legislation would remove the limitation, allowing permits to be issued without regard to municipal class, i.e. in any city, township or borough.

Please join me in giving equal treatment to historic preservation opportunities in all municipalities. Co-sponsors last session included Senators Fontana, Smith, Vulakovich, Blake, Costa, Dinniman and Hughes.
