Subject: Revised Co-sponsorship Memo - Fee Waivers for Volunteer and Paid Firefighters and EMS Providers
 
In the near future, I will introduce legislation amending Titles 18 (Crimes and Offenses) and 23 (Domestic Relations) of the Pennsylvania Consolidated Statutes to exempt current and prospective volunteer and paid firefighters and members of emergency medical services (EMS) agencies from the $10 Pennsylvania State Police (PSP) criminal background clearance fee and the $10 Pennsylvania Department of Human Services (DHS) child abuse clearance fee. Under my legislation, volunteer and paid firefighters and members of EMS agencies who have been residents of PA for the previous 10 years, would not be subject to the FBI criminal background clearance requirement.

As a condition of employment, most prospective and current firefighters and EMS providers are required to remit $20 for the purpose of the PSP and DHS clearances. Furthermore, after recent changes were made to our child abuse laws, some firefighters and EMS providers are now being required by their employers and organizations to also remit $27.50 for the FBI clearance.

The purpose of my legislation is to reduce the financial burden caused by the three fees – which total $47.50 – for firefighters and EMS providers who save countless lives throughout the Commonwealth every single day. I invite you to co-sponsor this important legislation.
