Subject: | Amending Recess Language (Former HR 4 of 2013) |
In the near future, I plan to re-introduce legislation that will amend Rule 56 of the Pennsylvania House Rules pertaining to adjournment. Rule 56 of the House Rules states the following: Adjourn: A motion to adjourn or recess is debatable, cannot be amended and is always in order, except:
The Pennsylvania Speaker of the House currently says “The House is Now in Recess” during a Session break. Congress, however, uses the phrase “District Office Period.” The Congressional glossary defines “District Office Period” as the time set for House members to work in their district office away from Washington. My legislation will insert the following language into Rule 56: “In stating the question on the motion, the Speaker shall state that the purpose of the adjournment or recess is for a district work period when applicable.” Please join me in co-sponsoring this legislation. |
