Subject: | Memo #8 - Blind Persons Literacy Rights and Education Act |
I plan to reintroduce Senate Bill 1583 of last session, which establishes the “Blind Persons Literacy Rights and Education Act.” This legislation is intended to ensure that each blind student in Pennsylvania receives an individualized Braille literacy assessment and appropriate educational services. In addition, the legislation will establish standards of proficiency and instruction in Pennsylvania and require certification of Pennsylvania teachers in accordance with Braille literacy standards. Previous co-sponsors of this legislation include Senators: RAFFERTY, FONTANA, ERICKSON, TARTAGLIONE, COSTA, FERLO, WOZNIAK, LEACH, MENSCH and FARNESE.
