Subject: Municipal Motor License funds offset for PSP coverage
 
I will shortly introduce legislation requiring an offset against Motor License funding to municipalities of 5,000 or more that use the state police for primary police coverage.
The Governor has proposed transferring $619,063,000 from the Motor License Fund to the PSP for FY ‘13-’14. My bill would amend the Liquid Fuels Tax Municipal Allocation Law by reducing an affected municipality’s Motor License funding by the amount it costs the state police to cover it. Since interstate highway patrols in affected municipalities primarily serve the general public rather than the municipality, those patrols would be excluded from offset calculations.
In addition to ending the free ride that municipalities able to provide their own police protection have had at the expense of state taxpayers, my proposal makes the funding that is offset available for road and bridge work statewide without increasing taxes.
