Subject: Memo #1 - Liquor Modernization
 
In the near future, I plan to reintroduce Senate Bill 1554 from last session, legislation that will provide added convenience for consumers and increase revenues to the state while continuing to maintain the current wholesale purchasing system under the Liquor Control Board. My licensing reform proposal seeks to expand the retail sale of wine and spirits and to expand the ability of beer distributors to obtain an additional license.

My proposal would create a special wine and spirits retail license. This license would allow for the sale of wine and spirits, in any quantity, at one licensed location. This will greatly expand choices for consumers who can shop for wine and spirits at places in addition to liquor stores. In addition, current law prohibits a beer distributor from owning multiple licenses. My proposal would allow a beer distributor to obtain an additional type of license.

I believe these reforms will greatly benefit consumers while at the same time preserving our current system. Thank you.
