In the near future, I will be re-introducing House Bill 2295. This legislation amends Article 7 (Children and Youth) of the Public Welfare Code with regard to child welfare services in Pennsylvania. My legislation would do the following: - Add a section to clarify the purpose of the article. This section includes broad goals, such as providing for the safety of children, reducing out-of-home placement, preserving families, and increasing the use of in-home services, etc;
- Providing a reimbursement of between 75 and 90- percent of the cost to counties of nonbasic education programs that help dependent and delinquent children expedite their educational attainment and catch up to their expected grade level; and
- Require counties that purchase services from private children and youth service providers to provide rates that cover the cost of the delivering the service, include contract extension language in agreements with providers to provide for continuation of service while a new agreement is negotiated, and require that counties make timely payments to providers for delivered services.
