Subject: Re-establish Select Committee for Property Tax
 
Colleagues:

In the near future, I will introduce a House Resolution which will re-establish the Select Committee for Property Tax to investigate, review, and make recommendations regarding the long-standing and multi-faceted problems involving local tax revenue for schools districts and local governments across our Commonwealth, with a focus on property taxes.

As you know, last session, the House overwhelmingly passed H.R. 774, which was introduced by Rep. Thomas Quigley, and co-sponsored by 66 members including myself. Representative Quigley served with distinction as chairman of the select committee, as did Representative Briggs as Vice Chair.

I had the pleasure of serving on the 13-member committee, and on November 30th our committee unanimously passed a bi-partisan set of recommendations for the General Assembly to consider. The first among these recommendations was that the work of our committee was valuable and yet unfinished, and that the committee should be re-established in 2013.

Thus, the purpose of my resolution is to re-establish this Select Committee to continue the work of the 2012 Select Committee, by conducting further hearings, making further recommendations, and, importantly, monitoring the progress of our report recommendations and any related or proposed legislation regarding property taxes.

As before, the Select Committee will be comprised of majority and minority members appointed by the House Education, Finance, Local Government, and Urban Affairs Committees.

I hope this resolution sees quick passage, so that we can continue the good work of this Select Committee and ensure that our momentum on making progress on this issue is not lost.
