An Act amending the act of March 4, 1971 (P.L.6, No.2), known as the Tax Reform Code of 1971, in sales and use tax, further defining "manufacture"; further providing, in sales and use tax, for refund of sales tax attributed to bad debt; in personal income tax, for operational provisions; in capital stock franchise tax, for the definition of "capital stock value" and, in bank and trust company shares tax, for ascertainment of taxable amount and exclusion of United States obligations; providing for a film production tax credit and conferring powers and imposing duties upon the Department of Community and Economic Development and for a resource enhancement and protection tax credit; further providing, in neighborhood assistance tax credit, for definitions, for tax credit and for grant of tax credit; and providing for pass-through entities and powdered metallurgy parts.
