Short Title:
An Act concerning spending affordability for the purpose of requiring the appointment of a Spending Affordability Committee; providing for membership on that Committee; requiring that Committee to make certain studies, reports and recommendations relating to State fiscal matters; requiring certain other committees of the General Assembly to file certain budget and other reports in response to the recommendations of this Committee; requiring certain action when the budget reported by the budget committees exceeds the recommendations of this Committee; providing for staff support for this Committee; requiring a certain report by the Department of Revenue; requiring certain recommendations by the Legislative Policy Committee; requiring the Governor to consider the recommendations of the Spending Affordability Committee and to provide a report and explanation for deviations from those recommendations; and generally relating to spending affordability for this Commonwealth.
