An Act amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, further providing for disability plates and placards; providing for a coal heritage registration plate; further providing for suspension of registration, for nonresident commercial drivers' licenses and for commercial drivers' licenses; prohibiting use of mobile phones and avoidance of traffic signs at intersections; further providing for fleeing from a police officer, for accidents involving damage to unattended vehicles or property, for visual and audible signals on emergency vehicles, for scope of size and width restrictions, for permits for moving coal, combustion ash and limestone and for general applicability; providing for walker safety studies; and further providing for impoundment for fines and weight ratings and for disposition of liquid fuels and fuels tax.
