Subject: Reintroduction Memo: Phasing Out of the PA Inheritance Tax
 
Since taking office in 2009, I have, as my very first bill, introduced a plan to phase out the Pennsylvania Inheritance Tax. This year is no different, as I plan to reintroduce SB 496 of 2013.

The intention of this legislation is to phase out the Pennsylvania Inheritance Tax by 2023. This would be done in a series of stages, over a period of 8 years:
  • This legislation would phase out the 4.5% rate that direct decedents (or children) pay by 2018.
  • This legislation would also phase out the 12% rate that siblings pay by 2021.
  • The 15% rate for other heirs would be phased by 2023.
Pennsylvania is one of the few states that still implements the Inheritance Tax (other states include Indiana, Iowa, Kentucky, Maryland, Nebraska, New Jersey, and Tennessee).

Farm families and small businesses have already reaped the benefits of an inheritance tax elimination. Now is the time to eliminate this tax once and for all. At the time of death of a loved-one, the last thing that a family should worry about is a tax.

The legislation was previously co-sponsored by Senators: Alloway, Baker, Boscola, Brewster, Costa, Eichelberger, Folmer, Fontana, Greenleaf, Hutchinson, McIlhenney, Mensch, Rafferty, Tomlinson, Vogel, Vulakovich, and Yaw.
