Subject: | Allow Local Municipalities to Set Speed Limits |
In the near future, I will be introducing legislation that will enable local municipalities to alter or set speed limits on local roads and state roads within their respective boundaries without prior approval from the PA Department of Transportation (PennDot). Currently, if a municipality wishes to have a speed limit changed on a road within their borders, they must first petition PennDot to conduct an engineering and traffic investigation. After the required investigations are concluded, PennDot makes a determination on the requested change(s). My legislation would allow local authorities to take action through ordinance of the local governing body and change speed limits, within the legal maximum parameters established in Title 75(Vehicles), Section 3362(a), of the Pennsylvania Consolidated Statutes, on roadways and state roads within their jurisdiction and without having prior approval from PennDot. Furthermore, these local authorities would be prohibited from altering speed limits on any freeways or interstate highways within their physical boundaries.
