MEMORANDUM

Posted: March 18, 2024 09:31 AM
From: Representative Lindsay Powell and Rep. Nick Pisciottano
To: All House members
Subject: Promotion of Renewable Opportunities, Supporting People, Employment & Resilience (PROSPER) Act

I am writing to invite you to cosponsor vital legislation aimed at facilitating a just transition for workers in the fossil fuel industry and promoting the growth of green energy jobs in Pennsylvania.

In recent years, there has been growing recognition of the urgent need to shift our economy toward sustainable energy sources. However, this transition must not leave behind workers who have relied on the fossil fuel industry for their livelihoods. Our proposed legislation addresses this concern by offering tax credits to incentivize the creation of green energy jobs, particularly by targeting regions with high unemployment rates among workers in the Natural Resources and Mining sectors.

By investing in green energy, we not only combat climate change but also pave the way for the emergence of higher-paying jobs in the renewable energy sector. Pennsylvania has the opportunity to be a leader in this transition by attracting businesses and fostering innovation that will benefit both our economy and our environment.

Several states, including our neighbors in New York and Virginia, have already implemented similar measures to promote green job creation. Our legislation builds upon existing federal and state initiatives by placing a strong emphasis on supporting workers in the transition to green energy. By prioritizing the creation of quality jobs with competitive wages and benefits, we can ensure that no worker is left behind in this transformative process.

I urge you to join us in cosponsoring this important legislation and taking a proactive stance toward building a more sustainable and equitable future for Pennsylvania.
