Subject: Increasing Qualifications of Bidders for Public Projects
 
Our Commonwealth agencies solicit bids from countless individuals and companies for taxpayer-funded projects. While the majority of bidders are in compliance with state and federal laws and have the proper documentation, we need to ensure that all bidders meet the proper standards before a contract is awarded. Furthermore, suspended or disbarred persons need to face greater accountability for transgressions.
 
I plan to introduce legislation to impose civil penalties on suspended or disbarred persons, increase the disbarment period, and provide for prequalification and qualifications of bidders. Prequalification will include proof of certificates of insurance, performance bonds, professional or trade licenses, and employee health care plan coverage. Qualifications for contract awards will require no violations of the Pennsylvania Prevailing Wage Act and other state and federal laws as well as a requirement not to use public funds to impact employee unionization efforts.
 
This is an important step to help guarantee bidders for public projects are properly vetted and held to a high standard before awarding taxpayer money. Please join me in co-sponsoring this legislation.
