Subject: Permitting Work Contracts for Philadelphia Housing Authority Employees
 
The current Housing Authorities Law includes several provisions that solely apply to the Philadelphia Housing Authority (PHA) that do not that do not apply to any of the 89 other public housing authorities in Pennsylvania. Current law requires that executive members of the PHA be “at will” employees, which prohibits the PHA Board from negotiating performance-based contracts and compensation arrangements with the President, CEO, or other senior executives.

This means PHA is not able to offer the type of employment contracts that are customary and widely in use within the universe of large public housing authorities in Pennsylvania and the rest of the county. As a result, the current law places severe and unnecessary constraints on the Board’s ability to retain and recruit employees from the public housing industry for PHA leadership roles.

I plan to introduce legislation to amend the Pennsylvania Housing Authorities Law to remove the requirement for “at will” executives and allow the PHA to negotiate performance-based contracts and compensation arrangements.
