MEMORANDUM

To: All House members
Subject: Requiring Legislative Approval for Toll Road Conversion

As state legislators, one of the most important duties we have is funding improvements to our aging transportation infrastructure. Tolling Pennsylvania's roadways is often proposed as a quick and easy solution to this longstanding challenge.

While requiring tolls on frequently traveled roads may seem appealing, these proposals seldom enjoy broad support from most Pennsylvanians. In an effort to better protect their interests and ensure that their viewpoints are considered, I am introducing legislation that would require the General Assembly’s approval before any existing and free roadway can be converted into a toll road.

Taking a more active role in conversations about transportation issues affecting the day-to-day lives of our constituents is crucial to building a stronger Pennsylvania. Please join me in co-sponsoring this legislation ensuring Pennsylvania's roadways cannot be tolled without consideration by the General Assembly.

This bill was previously introduced as HB 1109 in the 2021-2022 Session.
