Subject: | Expediting Junk Titling for Abandoned Vehicles |
After clearing the scene of an accident or removing abandoned vehicles from the side of the road, tow truck operators often hold vehicles in storage until the owner claims their property. In some cases, these vehicles, often in a state or poor repair with little value, are simply abandoned by their owners, forcing tow truck operators to file paperwork with the Pennsylvania Department of Transportation (PennDOT) to obtain a junk title. In the past, junk titles would be received within a matter of weeks, but processing times have significantly increased, leaving tow truck operators to wait as much as six months for these documents. To address this issue, I am proposing legislation that will require PennDOT to review the process around the issuance of junk titles and require the approval or denial of an application within a timely manner. Ensuring the reasonable processing and delivery of junk titles will greatly assist tow truck operators who cannot store additional vehicles due to the extended periods of time that they must store these abandoned vehicles.
