Subject: Establishing the PA Flood Insurance Premium Assistance Task Force
 
In the near future, I plan to re-introduce legislation (former HB 1299 of the 2015-16 Legislative Session) that would create the Flood Insurance Premium Assistance Task Force.

This legislation is designed to address the question of how policymakers can best assist those who are being affected by rising flood insurance premiums. My legislation creates the Flood Insurance Premium Assistance Task Force, which will issue a final report with recommendations within six months of its creation. The recommendations are to include information on:
  1. Potential programs that provide premium discounts;
  2. Potential programs, whether through the mechanism of premium discounts or other relief, that create incentives for local governments to undertake or continue flood mitigation efforts; and
  3. Implementation of necessary changes in state statutes and practices, policies and procedures relating to the administration of flood insurance.

The Task Force will be comprised of nine members and will be appointed by the Governor, Lieutenant Governor, leaders of the General Assembly, the Director of the Pennsylvania Emergency Management Agency, the Insurance Commissioner and the Secretary of Banking and Securities.
