Subject: Tax Reform Commission
 
In the near future, I plan to introduce legislation that will establish a Tax Reform Commission to study the way in which taxes are levied and collected throughout the Commonwealth. Utilizing that information, the goal of this Commission is to offer recommendations on how to better consolidate and modify our current tax structure in an effort to fully assist our taxpayers on both the state and local levels.

Under my legislation, the Commission will provide a report to the General Assembly in the hopes of addressing ways to collect taxes in a more cost-effective manner, achieve better revenue elasticity, improve fairness, reducing efficiency costs and avoid duplication throughout the Commonwealth.

This Commission will consist of a seven-member board with 4 members being assigned form each legislative caucus and 3 members to be appointed by the governor.

As our economy continues to evolve from a primarily state-based system into a more integrated national and global economy, I believe a change in tax structure is needed that ensures the necessary revenue for appropriate government functions while not impeding economic growth.

I understand that reconfiguring a tax system is a formidable task but it is a task that most states have at least considered at one time or another over the past few years. Having recently attended the latest NCSL Conference in Chicago, I strongly believe that the time is now, more than ever, for Pennsylvania.
